Notice on Student Apartments Safety Management
of
North China University of Water Resources and Electric Power
To all NCWU Students:
We are writing to you to emphasize the fact that Student dormitory is the main place for students to live and study . In order to strengthen the management of student apartments and ensure a good learning and living environment for all students. In accordance with the ‘Regulations for Student Apartments(Hua Shui Zheng [2019] No. 200)’ , ‘Regulations on the Management of Student Violations of Discipline(Hua Shui Zheng [2021] No. 2)’, and other official documents and the actual situation of the university, NCWU formulates the ‘Notice on Safety Management of Student Apartments.’
Here are some regulations for the student apartments managements:
I. Regulations on the safety management of student apartments (excerpts)
Article 16 Students are not allowed to play ball, sing, dance, slapstick, play loud audio, play musical instruments and other activities that affect the normal rest and study of others in the public area of the apartment; Students are not allowed to engage in illegal activities such as gambling; Mahjong, keeping pets, etc.
Article 17 Residential students shall abide by the work and rest schedule stipulated by university, and shall not leave the
dormitory at night. If students return late due to special occasions, you should register the reason for your late return in the duty room. If you need to go out at night due to special reasons such as illness, you should contact the counselor, and obey the registration system.
Article 18 Residential students should pay attention to personal hygiene and consciously maintain the cleanliness of the apartment and public places.
(1) The sanitation work in the student dormitory shall be regularly supervised and inspected by each school. The sanitation work in the public area outside the student dormitory shall be handled by designated property management company, and the student apartment management committee shall conduct random inspections. Students on duty should be arranged to clean the apartment every day, the students themselves make the beds, and personal belongings should be clean and tidy, neatly placed;
(2) Consciously maintain the sanitation of the public areas of the apartment building. The garbage in the apartment should be bagged according to the classification, and put into the trash can at the entrance of the apartment building in time. Do not put garbage in the public areas of the apartment such as corridors, water rooms, corridors; do not accumulate garbage at the door of the apartment;
(3) No littering, littering, sewage or spitting in the apartment building, and no engraving, drawing, hanging, sticking or nailing on the wall;
(4) No items shall be discarded from the windows, and items that may pose a potential safety hazard shall not be placed on balconies, windowsills and rooftops.
Article 21 No business, development, other business activities in any form are allowed in the apartment building.
Article 22 Consciously maintain public order and shall not park or place vehicles indiscriminately in the apartment area. Vehicles of all kinds are strictly prohibited from entering the building.
Article 24 Residential students are not allowed to store or use alcohol stoves, gas stoves, kerosene stoves, electric stoves, fast heating, electric blankets, switch pressure sockets and other high-power electrical appliances and prohibited items in the dormitory; "Three Nos" products and electrical appliances. Cooking in the apartment is strictly prohibited.
Article 25 Residential students are not allowed to change the power supply line without permission, pull wires or network cables randomly, install lights or sockets randomly, and are not allowed to hang items on power distribution facilities or lines.
Article 26 Residential students are not allowed to use flames in the apartment, and are not allowed to drink or smoke.
Article 27 In the apartment area, students are prohibited from carrying, storing, and using legally prohibited items or
dangerous chemicals (combustion-supporting, inflammable, explosive, corrosive, highly toxic, radioactive, bacteria and virus specimens), and are not allowed to set off Firecrackers, burning debris.
Article 28 Residential students shall not occupy, change, or exchange rooms or beds without permission; shall not sublet or lend the student apartment or bed to others;
Article 29 Without permission, students are not allowed to break the door and lock, or hand over the keys of the apartment to others; valuables and large amounts of cash are not allowed to be stored in the apartment, and valuables should be carried with them or kept in a safe place.
Article 30 Residential students are not allowed to enter or exit the apartment building through windows or balconies, and cannot access the roof without permission.
Article 32 When student finds that the apartment door lock has been changed or the apartment items are stolen, they should report to the school department and the security department as soon as possible, protect the scene and cooperate with the staff for investigation.
Article 34 If a dormitory student cannot enter the apartment without the key, he/she should register with the student apartment management with a confirmation letter issued by the counselor, and borrow and return the apartment spare key according to the procedures.
Article 37 Residential students must establish a sense of diligence and thrift, abide by the school's water and electricity use system, and achieve ‘ lights and water off when people leave’ ,to avoid resources waste. In case of overuse, you should take the initiative to pay the excess fee.
Article 38 Residential students should take the initiative to learn fire protection knowledge, enhance fire safety awareness, consciously protect fire protection facilities, and must not damage fire protection facilities or block fire passages.
II. Measures for handling regulation violations and discipline violations (excerpts)
There are five types of “sanctions” for students who violate discipline: (1) warning; (2) serious warning; (3) demerit; (4) school probation; (5) expulsion from school.
Article 14 Anyone who participates in gambling in any form or provides gambling venues or gambling equipment for others shall be given the following sanctions:
(1) For those who provide gambling equipment or gambling venues, depending on the seriousness of the circumstances, a serious warning or more will be given.
(2) First-time offenders, if it is the first offender, will be given a demerit punishment; general participants will be given a serious warning; those with particularly serious circumstances and bad influence will be given a punishment of probation or expulsion from school.
(3) For repeat offenders and repeat offenders, depending on the seriousness of the circumstances, they will be given the punishment of probation or expulsion from the school.
(4) Those who fight, fight or cause other serious consequences due to gambling shall be dealt with as a combination of multiple violations of university discipline and regulations such as gambling and fighting at the same time.
(5) Those who play mahjong on campus shall be given a serious warning or above according to the seriousness of the circumstances; if there is a gambling circumstance, refer to items (1), (2), (3) and (4) of this article.
Article 24 For those who violate the relevant regulations of university accommodation management, the following sanctions will be given according to the seriousness of the circumstances:
(1) Those who illegally use various electric heating equipment or pull wires privately shall be punished by warning or above, depending on the seriousness of the circumstances.
(2) The first time offenders who are noisy in the student dormitory area will be criticized and educated , and the repeated offenders will be given a warning or above according to the circumstances.
(3) Those who occupy, change, or exchange rooms or beds without heeding dissuasion shall be given a warning.
(4) Those who sublet or lend student dormitories or beds to others shall be given a demerit sanction. Those who repeatedly violate the rules and fail to correct them or cause adverse consequences will be given a sanction of probation or expulsion from the school.
(5) Those who stay overnight in the student dormitory without permission shall be punished by demerit or above.
(6) Those who use flames, smoke or burn in the student dormitory will be given a warning or above according to the seriousness of the circumstances. If a fire is caused, it shall be dealt with in accordance with
item (2) of Article 22.
(7) Students living on campus who rent a house off-campus without the approval of the school will be punished by demerit or above depending on the seriousness of the circumstances.
(8) Those who violate other provisions of the Student Accommodation Management Regulations will be punished by criticism, education or warning according to the seriousness of the circumstances.
Article 25 Anyone who illegally engages in business or development and other business activities shall be given the following sanctions:
(1) Those who conduct business illegally shall be given punishments above a warning, depending on the business value and the seriousness of the circumstances.
