一 、学科简介 (Brief of the Discipline)
水利工程学科在全国水利行业具有重要影响力,是我校最早设置的学科之一,自2008年以来连续被批准为一级学科河南省重点学科。该一级学科下设水工结构优化设计理论与建造新技术、水资源系统规划管理、农业水资源优化调配及节水灌溉理论与技术、多沙河流河床演变与河道整治、水电动力工程、水环境治理 与水生态保护等6个研究方向。学科拥有一支实力雄厚、理论造诣深、教学和科 研经验丰富的教师队伍。学科的科研平台包括水资源高效利用与保障工程河南省 协同创新中心、河南省岩土力学与结构工程重点实验室、河南省水环境模拟与治理重点实验室、河南省生态建材工程国际联合实验室、河南省水工结构安全工程技术研究中心、河南省水资源管理与政策软科学研究基地、水利水运及治河省级重点学科开放实验室等7个省级重点实验室(工程技术研究中心)。2012年(获批招生)以来,承担国际合作项目、国家自然科学基金项目、国家科技支撑计划项目、国家科技攻关项目、国家重大水专项、省部级纵向项目100余项,获得国家科技进步二等奖3项、省部级科技进步奖50余项。
The discipline of water conservancy engineering plays an important role in the national water conservancy industry. As one of the earliest disciplines set up by our university,it has been continuously approved as a first-level discipline and a key discipline in Henan Province since 2008.This discipline offers 6 research fields: hydraulic structure optimization design theory and new construction technology,water resources system planning and management, optimal allocation of agricultural water resources and water saving irrigation theory and technology, sandy riverbed evolution and river regulation, hydropower engineering, and Water environment treatment and water ecology protection. Teachers in this discipline all have extensive theoretical knowledge and practical experience in teaching and research. Our university has 7 provincial key laboratories(engineering technology research centers) in this discipline, including the Collaborative Innovation Center of Water Resources Efficient Utilization and Protection Engineering, Henan Province, Henan Key Laboratory of Rock & Soil Mechanics and Structural Engineering, Henan Key Laboratory of Water Environment Simulation and Treatment, Henan International Joint Laboratory for Ecological Building Materials, Henan Provincial Hydraulic Structure Safety Engineering Technology Research Center, Henan Provincial Water Resources Management and Policy-based Soft Science Research Base, Henan Provincial Key Discipline Open Laboratory of Water Conservancy, Water Transport and River Regulation. Since approved to recruit students in 2012, we have undertaken more than 100 projects such as international cooperation projects, NSFC projects, "National Science and Technology Support Program "projects, "National Programs for Science and Technology Development" projects, national major water projects, and government sponsored research projects at the provincial or ministerial level, and won 3 second prizes for national scientific and technological progress and more than 50 provincial and ministerial-level scientific and technological progress awards.
二、培养目标 (Training Objectives)
1.掌握本学科坚实宽广的基础理论和系统深入的专门知识,了解学科现状和发展趋势;掌握理论分析、数值计算和实验的基本技能;至少熟练掌握一门外国语,能够熟练进行国际学术交流;具备独立从事科学研究工作或工程技术工作 的能力,在研究中取得创造性成果,成为引领水利工程学科持续发展的创新型人才。
1. Having a firm and comprehensive grasp of basic theories and profound and systematic specialized knowledge in the discipline concerned, and knowing the current status and future trend of the discipline; mastering the basic skills of theoretical analysis, numerical calculation and experiment; proficient in at least one foreign language for international academic exchanges freely; having the ability to independently undertake scientific research or to engage in an engineering technical work, having made creative achievements in research, and turning into an innovative talent who leads the sustainable development of the water conservancy engineering discipline.

四、培养方式 (Training Method)
1.博士研究生培养实行导师负责制,学科设置博士研究生教育指导组,必 要时可设副导师。跨学科或交叉学科培养博士研究生时,应从相关学科中聘请副导师协助指导。博士研究生教育指导组成员和副导师必须具有高级职称。
1.The supervis or responsibility system is adopted in training doctoral candidates. We have set up a doctoral education steering group in this discipline, and if necessary, we may set up an associate supervisor. As for interdisciplinary or cross-disciplinary doctoral candidates, we will hire an associate supervisor from disciplines concerned to assist in training. Members of the doctoral education steering group and the associate supervisor must have senior professional titles.
2.博士研究生的培养以科学研究工作为主,重点培养独立从事科学研究工 作和进行创造性研究工作的能力。同时,要根据学科、学位论文的需要及个人的 实际情况学习有关课程。要学会进行创造性研究工作的方法和培养严谨的科学作风。
2.The training of doctoral candidates focuses on the scientific research, especially the abilities to undertake independent scientific research and to make creative achievements in science. At the same time, doctoral candidates are required to learn related courses according to the needs of disciplines and degree thesis as well as personal actual conditions. Doctoral candidates should learn the methods of creative research and develop rigorous research habits.
3.博士研究生培养可采取全日制和非全日制两种培养方式。
3.Doctoral candidates are trained in full-time or part-time.
五 、学制和学分 ( Length of Schooling and Credits)
(一)学制要求(Length of Schooling)
全日制博士研究生学习期限:一般为3~6年。个别确因客观等原因不能按期完成学业者,经研究生院批准,可适当延长,但最长不超过7年。
The length of schooling of full-time doctoral candidates is generally 3-6 years, and may be appropriately extended upon approval by the Graduate School if someone cannot complete his/her studies on schedule due to objective reasons or other reasons, but the maximum length is no more than 7 years.
(二)学分要求(Credits)
博士研究生的课程包括学位课(公共课、基础课、专业必修课)、非学位课 (专业选修课)和必修环节,在规定的学习期限内所修总学分不少于24学分。
跨专业考取的博士研究生,应补修本专业硕士研究生基础理论课或专业学位课不少于2门,补修课程由导师确定,并在课程计划中列出。
The courses for doctoral candidates include degree courses(public courses, basic courses, and specialized required courses), non-degree courses(public elective courses, and specialized elective courses) and compulsory activities. At least 24 credits must be obtained within the prescribed study period. Doctoral candidates admitted from other disciplines shall take at least two basic theory courses or professional degree courses that are designed for the master degree candidates in this discipline. The two courses are determined by the supervisor and listed in the curriculum plan.
六、课程设置 (Curriculum)
博士研究生应根据研究方向和学位论文的需要,在导师指导下选择适合的课程学习,在博士论文开题前应完成课程学分。具体要求如下。
Doctoral candidates shall choose suitable courses for study under the guidance of their supervisors according to their research fields and the needs of degree thesis, and complete the course credits before the doctoral thesis proposal. Specific requirements are as follows.
(一)学位课(不少于14学分)Degree courses(not less than 14 credits)
1.公共课(不少于10学分):汉字与中国文化、中国概况、HSK4、学位论 文写作方法应当作为国际学生高等学历教育的必修课。
1.Public courses (not less than 10 credits):Chinese Characters and Chinese Culture, China Panorama, HSK4 and Thesis Writing and Methodology are compulsory courses for higher education of international students.
2.基础课(2学分):现代控制理论与方法,36学时,计2学分。
2.Basic course (2 credits):Modern Control Theory and Methods: 36 hours, 2 credits.
3.专业必修课(不少于2学分):各研究方向根据实际情况,选修不少于2学分的课程。
3.Specialized required course (not less than 2 credits): any course with no less than 2 credits according to the actual situation of each research field.
(二)非学位课(不少于6学分)Non-degree courses(not less than 6 credits)
各研究方向根据实际情况,从专业选修课中选修不少于6学分的课程。
Each doctoral candidate shall select courses with total credits of no less than 6 from specialized elective courses according to the actual situation of his/her research field.
(三)补修课程(Make-up courses)
跨专业考取的博士研究生,应补修本专业硕士研究生基础理论课或专业学位课不少于2门,补修课程学分不计入总学分。
Doctoral candidates admitted from other disciplines shall make up at least two basic theory courses or professional degree courses that are designed for the master degree candidates in this discipline. The credits of make-up courses shall not be included in the total credits.
(四)必修环节(4学分)Compulsory activities (4 credits)
1.开题报告(1学分):博士研究生在广泛调查研究、阅读文献资料、了解主攻方向的前沿成果和发展动态的基础上,撰写开题报告。开题报告考核通过,计1学分。
1.Thesis proposal(1 credit): Doctoral candidates shall write a thesis proposal after they have conducted extensive investigations, read a great number of literatures, and learnt about the frontier results and development trends of their research fields. One credit will be given once the thesis proposal is passed.
2.文献综述(1学分)。在选题前后应广泛阅读文献、搜集资料,对研究领域内近5~10年的国内外相关文献进行阅读、分析和总结,了解本学科国内外发 展动态、新成就,并写出文献综述。完成后记1学分。
2.Literature review (1 credit): Before and after selecting a topic, doctoral candidates shall read extensive literatures to collect data, consult, analyze and summarize the relevant domestic and foreign literatures in the research field for the past five to ten years, understand the development trends and new achievements of this discipline at home and abroad, and write a literature review. One credit for this part.
3.学术活动(2学分):博士研究生在学期间,应在导师确定的专题领域,至少参加8次前沿讲座或专题研讨,做2次以上学术报告,并要求每完成一次学术活动,须写出不少于500字小结,全部学术活动完成后计2学分,没有完成或部分完成的不计分。
3.Academic activity (2 credits): During the period of study, doctoral candidates shall participate in at least eight frontier lectures or seminars related to the topic determined by the supervisor, and make more than two academic reports. Doctoral candidates are also required to write a summary of not less than 500 words whenever completing an academic activity. After completing all academic activities, doctoral candidates will get two credits; if failing to complete these activities or completing part of these activities, no credit will be given.
七、发表的学术论文 (Academic Papers Published)
博士研究生在学习期间,须完成学术论文要求后方可进行论文答辩。
During the study period, doctoral candidates must complete requirements for academic papers before they start the thesis defense.
博士研究生须在国内外学术期刊上发表与学位论文相关的学术论文,学术论 文须满足以下条件之一:
Doctoral candidates must publish academic papers related to their degree thesis in academic journals at home and abroad. Academic papers must meet one of the following conditions:
1.发表1篇被SCI 收录的期刊论文和1篇英文期刊论文。
1.One journal article included in SCI and one English journal article.
2.发表2篇被EI 收录的英文期刊论文。
2.Two English journal papers included in EI.
3.发表1篇被EI 收录的期刊论文和3篇英文期刊论文。
3.One journal article included in EI and three English journal articles.
发表的论文应以华北水利水电大学为第一署名单位,博士生为第一作者或导师为第一作者、博士生为第二作者。
With regard to the published papers, North China University of Water Resources and Electric Power must be the signature unit of the first author, and the doctoral candidate or his/her supervisor must be the first author. When the supervisor is the first author, the doctoral candidate must be the second author.
学校鼓励博士研究生申请与学位论文相关的发明专利与科技成果奖励。
Our university encourages doctoral candidates to apply for invention patents and scientific and technological achievement rewards related to their degree thesis.
博士生获国家科技奖(有效排名),或获省部级科技二等奖及以上奖励,且其排名前两名、我校排名前两名者,相当于1篇SCI 收录的学术论文。
If any doctoral candidate wins a National Science and Technology Award (effective ranking) or a second prize for science and technology at the provincial and ministerial level and above, and is in the top two of the ranking of our university, it will be deemed that he/she has published an academic paper included in SCI
凡以第一发明人(包括导师署名第一、博士生署名第二)获得的国家发明专利者,或我校排名前三名获省部级科技一等奖且个人排名前五名者,或获省部级科技二等奖且个人排名前三名者,相当于完成上述学术论文条件中的第(2)条规定的1篇EI收录的学术论文。奖励类别须由学院学位评定委员会审定认可。
If any doctoral candidate obtains a national invention patent as the first inventor (or as the second inventor when his/her supervisor is the first inventor), or ranks among the top three of our university who win the first prize of the Science and Technology Award at the provincial and ministerial level and also among the top five in the individual ranking, or wins the second prize of the Science and Technology Award at the provincial and ministerial level and is also one of the top three in individual ranking, it will be equivalent to completing one EI paper referred in Article (2) of the above academic paper conditions. The award category must be approved by the College's Academic Degree Evaluation Committee.
八、学位论文 (Degree Thesis)
(一)论文选题(Thesis topic)
博士研究生的学位论文选题应面向本学科前沿性科学问题或解决重大技术需求,选题研究目标明确,研究内容具体,技术路线清晰,具有现实可行性。选题不能过于宽泛,强调围绕研究目标系统地开展研究工作。
The topic of doctoral degree thesis shall be oriented to the frontier scientific problems related to this discipline or aimed at solving major technical needs. The topic selection shall be characterized by definite research objectives, specific research contents, clear technical routes, and practical feasibility. The topic shall not be too broad, and it shall ensure the research work carried out in a systematic way around the research objectives.
(二)开题报告(Thesis proposal)
博士研究生开题报告应在入学后第三或第四学期完成。博士研究生在广泛调 查研究、阅读文献资料、了解主攻方向的前沿成果和发展动态的基础上,在导师和博士研究生教育指导组的指导下,提出学位论文选题。学位论文的选题应对学术发展、经济建设和社会进步有重要意义。博士研究生应就选题意义、目前相关成果、研究基础与实验条件、拟采取的理论与方法等方面做学位论文选题报告,尽可能广泛地听取专家意见。
The doctoral thesis proposal shall be completed in the third or fourth semester after admission.After making extensive investigations, reading a great number of literatures, and learning about leading achievements and development trends of the research field, doctoral candidates shall select a thesis topic under the guidance of their supervisors and the doctoral education steering group. The topic shall be of great significance to academic development, economic growth and social progress. Doctoral candidates shall make a thesis topic selection report on the significance of the topic, relevant available results, research foundation and experimental conditions ,proposed theory and method, and listen to the opinions of experts as widely as possible.
博士研究生应在规定的时间内,就选题的背景意义、国内外研究动态及发展趋势、主要研究内容、拟采取的技术路线及研究方法、预期成果、论文工作时间安排、参考文献等方面,撰写《华北水利水电大学博士学位论文开题报告》,报告字数要求8000字以上。导师和博士研究生教育指导组应对开题报告严格审核把关。
Doctoral candidates shall, within the stipulated time, write a Doctoral Thesis Proposal of North China University of Water Resources and Electric Power of more than 8,000 words which includes the background and significance of the selected topic, topic-related newest researches and development trends at home and abroad,main research contents, proposed technical routes and research methods, expected results, schedule, references, etc. Supervisors and the doctoral education steering group shall strictly check all thesis proposals.
为保证研究生培养质量,在开题报告环节采取学科所依托培养学院或博士研 究生教育指导组内统一考核标准,集中考核。开题报告考核小组由5名以上有高级职称或在课题相关领域具有相当水平的专家、老师组成(人员数量为单数),其中除博士研究生导师本人外,必须有已指导过博士研究生的教授参加,并且尽可能占较高比例。各考核小组主席应尽可能为学科所依托培养学院的学位评定分委员会委员,考核小组名单需经研究生处审定。
In order to ensure the quality of postgraduate training, the evaluation of thesis proposal will be carried out in a centralized way according to unified assessment standards within the discipline-specific training college or the doctoral education steering group. An evaluation team is composed of more than 5 (the number of members is odd) experts and teachers with senior professional titles or equivalent level in the subject-related field. In addition to the doctoral supervisor, there must be as many as professors who have supervised doctoral candidates, if possible. The chairman of each evaluation team should be acted by a member of the academic degree evaluation sub-committee of the training college, and members need to be approved by the Graduate Affairs Office.
博士研究生开题报告的考核及成绩评定按照《华北水利水电大学关于博士研究生学位论文开题报告的暂行规定》执行。
The evaluation and grading of doctoral thesis proposal shall be subject to the Interim Regulations of North China University of Water Resources and Electric Power on the Doctoral Thesis Proposal.
(三)中期考核(Interim assessment)
中期考核主要考核博士研究生在培养期间学位论文工作的进展情况、取得的 阶段性成果、存在的主要问题、拟解决的途径、下一步工作计划及论文预计完成 时间等。博士研究生需撰写《华北水利水电大学博士研究生中期考核报告》,报 告字数要求8000字以上。经导师审核同意后,方可进行中期考核。
The interim assessment is designed to assess the progress of doctoral thesis, the staged results achieved, the main problems, the proposed solutions, the next work plan and the estimated time for completion of the thesis during the training period. Doctoral candidates shall write an Interim Assessment Report for Doctoral Candidates of North China University of Water Resources and Electric Power of more than 8,000 words. The interim assessment can only be carried out after the review and approval of the supervisor.
博士研究生中期考核在入学后第四学期末完成。中期考核小组至少由3名具 有高级技术职称的研究人员组成,其中至少有1名本学科组以外的专家。除保密 论文外,中期考核应公开进行。中期考核小组对研究生的论文工作进展情况、取 得的阶段性成果、存在的问题、与预期目标的差距等进行考核,切实解决研究生 论文工作中遇到的困难。
The interim assessment of doctoral candidates shall be completed at the end of the fourth semester. The interim assessment team consists of at least three researchers with senior technical titles,including at least one expert from outside the discipline group. Except confidential paper contents, the interim assessment shall be made in public. The interim assessment team mainly assesses the progress of doctoral thesis, the staged results achieved, the existing problems,and the gap with the expected goals, etc., to effectively solve the difficulties faced by doctoral candidates in the thesis writing.
中期考核的结果有三类:优秀、合格、不合格。中期考核通过者准予继续进行工作;不通过者须在半年内重新考核一次。第二次考核仍未通过者,按照学校 有关规定进行退学处理。
The interim assessment results are divided into excellent, passed and failed. Only those who have passed the interim assessment are allowed to proceed with the thesis;those who have failed the interim assessment must be assessed again within six months. If the second interim assessment still fails, the doctoral candidates will be ordered to leave our university according to the relevant regulations of our university.
考核结果保存在学科所依托培养学院,研究生处将组织人员随机抽查,并对其进行跟踪检查。中期考核的具体要求按照《华北水利水电大学博士研究生中期考核管理办法》执行。
The interim assessment results are kept in the training college. The Graduate Affairs Office will randomly check the results and conduct follow-up inspections. The interim assessment shall comply with the Measures for Administration of Interim Assessment of Doctoral Candidates of North China University of Water Resources and Electric Power.
(四)论文要求(Thesis requirements)
学位论文研究工作是对博士研究生进行科学研究或承担专门技术工作的全 面训练,是培养博士研究生创新能力的重要环节。申请学位论文答辩前,博士研 究生应在导师的指导下独立完成学位论文,不得造假,抄袭和剽窃他人成果。博士研究生学位论文准备和撰写的时间一般不应少于二年。
The thesis research work is an all-round training for doctoral candidates to carry out scientific research or to undertake specialized technical work, and is also an important link to cultivate the innovative ability of doctoral candidates. Before applying for the thesis defense, doctoral candidates shall independently complete the thesis under the guidance of their supervisors, without falsifying, copying or plagiarizing others' achievements. The preparation and writing of doctoral thesis shall last at least two years.
博士学位论文是研究生科学研究工作的全面总结,是描述其研究成果、代表其研究水平的重要学术文献资料,是申请和授予相应学位的基本依据。博士研究生的学位论文应是系统的、完整的学术论文,学位论文的格式应按照《华北水利水电大学博士学位论文格式的统一规定》进行撰写。使用英语接受高等教育的国 际学生,学位论文摘要应为中文。
A doctoral thesis is a comprehensive summary of the scientific research work of a doctoral candidate,an important academic document describing his/her research results and representing his/her research level, and an essential basis for his/her applying for and getting the doctor's degree. The doctoral thesis shall be a systematic and complete academic paper, with the format in line with the Regulations of North China University of Water Resources and Electric Power on the Uniform Format of Doctoral Thesis. International students receiving higher education in English shall also provide a Chinese version of abstract.
(五)论文预答辩 (Pre-defense)
在申请学位论文答辩的三个月以前,进行论文预答辩。预答辩的必要条件是: 满足学术论文发表的要求,完成学位论文,指导教师同意进行预答辩。
Each doctoral candidate shall make a pre-defense three months before applying for the thesis defense,on condition that he/she has met the requirements for publication of academic papers, completed the degree thesis, and got the approval of his/her supervisor.
经导师对学位论文审核认可后,博士研究生需提交3份学位论文进行院内评 审,并进行预答辩。学科所依托培养学院根据申请人的政治思想表现、博士学位课程考试成绩、院内论文的评审情况、导师推荐和学科所依托培养学院审查意见,进行学位论文校外送审资格审查。
Each doctoral candidate shall submit three copies of degree thesis for internal review within the college and make a pre-defense after his/her supervisor reviews and approves his/her degree thesis. The training college will send the thesis for external review according to the applicant's political behaviors, the test scores of degree courses, the evaluation results of thesis in the college, the recommendation of the supervisor, and the review opinions of the training college.
预答辩过程中,博士研究生应向预答辩小组全面报告论文进展情况及取得的成果,听取意见。博士研究生教育指导组根据预答辩情况,确定是否如期答辩。
During the pre-defense, each doctoral candidate shall fully report to the pre-defense group his/her progress in thesis and results achieved, and listen to advice. The doctoral education steering group will determine whether the doctoral candidate can participate in the final defense on schedule according to his/her performance in the pre-defense.
(六)论文评阅(Thesis review)
通过预答辩的博士研究生学位论文,须按照论文预答辩中专家所提意见对学位论文进行修改后,方可提交学位论文进行通信评审。通信评审的同行专家至少5名,其中校外评审专家不少于4名。专家评议意见超过2/3数认为达到博士论 文水平要求的,方能组织正式答辩。
Doctoral candidates passing the pre-defense shall modify their thesis as advised by experts in the pre-defense before submitting the thesis for communication review. There will be at least 5 peer experts in communication review, including not less than 4 outside-school review experts. Only when more than 2/3 of the experts think that the thesis has met the requirements, the doctoral candidate can apply for the official defense.
(七)论文答辩(Thesis defense)
博士学位论文通过校内外通信评议并经学科所依托培养学院审查同意后,方可到研究生处领取答辩材料,准备正式的博士学位论文答辩会。
Only after the doctoral thesis has passed the communication review inside and outside the university and the approval of the training college,doctoral candidates can get defense materials at the Graduate Affairs Office and prepare for the official thesis defense.
博士研究生应于审查时间前3天提交材料至研究生处。材料包括:开题报告、成绩单、攻读博士学位期间学术论文发表复印件、《华北水利水电大学博士学位论文内部评审表》、《华北水利水电大学博士学位预答辩评价表》、《华北水利水电大学博士学位论文送审申请表》、《华北水利水电大学博士学位论文评阅意见书》。
Doctoral candidates shall submit the following documents to the Graduate Affairs Office three days before the review: thesis proposal, transcripts, copies of academic papers published during the study for a doctorate, Internal Review Form for Doctoral Thesis of North China University of Water Resources and Electric Power, Pre-defense Evaluation Form for Doctoral Thesis of North China University of Water Resources and Electric Power, Application Form for Review of Doctoral Thesis of North China University of Water Resources and Electric Power and Review Opinions of Doctoral Thesis of North China University of Water Resources and Electric Power.
博士学位论文答辩委员会5-7人,均应为教授或博士研究生导师或相当专业 技术职务专家,其中博士研究生导师应超过半数,校外专家不少于2名,且至少 1名为博士研究生指导教师。委员会设秘书1人,由具有博士学位或副教授(或相当职称)职称的教师担任,具体负责论文答辩的组织接待、会议记录、整理论 文答辩材料等工作。研究生本人不得参与组织接待工作,更不得探询与答辩有关 的问题。委员会根据情况,就是否授予博士学位作出决议。决议采用不记名投票方式,经全体成员三分之二以上同意,方能通过答辩。
The doctoral thesis defense committee consists of 5-7 professors or doctoral supervisors or experts with equivalent professional and technical titles,including more than 50% doctoral supervisors, no less than 2 experts outside the university, and at least 1 doctoral instructor. The committee has one secretary, which is held by a teacher with a doctor's degree or a title of associate professor (or equivalent). The secretary is responsible for the organization of thesis defense,meeting minutes, and collation of thesis defense materials. Doctoral candidates shall not participate in the said organization and reception, nor inquire about questions related to the defense. According to actual circumstances, the committee will make a decision on whether to grant a doctor's degree. The decision will be adopted by secret ballot and with support of more than two-thirds of all members.
答辩委员会成员名单,可由导师与学科所依托培养学院协商提出,经审查批准后方可向各受聘者正式发出聘书,组织论文答辩。
The list of members of the defense committee can be proposed by the supervisor in consultation with the training college. After examination and approval, a letter of appointment will be officially issued to each member to organize the thesis defense.
博士研究生通过学位论文答辩,经校学位评定委员会审查,作出授予学位的决定后,可获得博士学位。未通过答辩的,按研究生处的相应规定处理。
Doctoral candidates passing the thesis defense can obtain a doctor's degree after the academic degree evaluation committee reviews and makes a decision to grant the degree. Doctoral candidates failing to pass the thesis defense shall be dealt with in accordance with the relevant regulations of the Graduate Affairs Office.
