The Implementation Plan Demonstration Meeting for the "14th Five-Year Plan" National Key Research and Development Program Project - "Based on Anchor Array Rooting-Key Technology and Equipment Research and Development for Rapid Sealing of Embankment Breach

On-site of the project implementation plan demonstration meeting

On February 19, the implementation plan demonstration meeting for the "14th Five Year Plan" National Key Research and Development Project "Based on Anchor Array Rooting-Key Technology and Equipment Research and Development for Rapid Sealing of Embankment Breach through Obstruction and Coordination" (2023YFC3011400) led by Professor andPresidentLiu Junguo, was held at our university.Jin Xuhao,Director of the International Cooperation and Technology Department of the Ministry of Water Resources,Wang Dubo,Secretary of the School Party Committee, President Liu Junguo, andproject evaluationexperts from theHenanScience and TechnologyDepartment attended the meeting. More than 50 key members from cooperative units of the project, including Tsinghua University, Nanjing Hydraulic Research Institute, Dalian University of Technology, 713 Institute ofChina Shipbuilding Industry Group Co., Ltd.,Yellow River Engineering Consulting Co., Ltd., Henan Yellow River Water Resources Bureau InArray Center, Yellow River Institute of Hydraulic Research, China Anneng Group Third Engineering Bureau, and Wuhan Leishen Special Device Company, attended the meeting.

China is a country with crisscrossed rivers and frequent floods. In recent years, extreme rainstorms and flood disasters have occurred frequently, increasing the risk of dike breaches and posing a huge threat to people's lives and property. The dike breach of Weihe River caused by the "7.20" extremely heavy rainstorm in Zhengzhou and the danger of overflow of Baigou River caused by the "23.7" watershed flood of Haihe River have all caused serious consequences. Due to the deep water and rapid flow in the breach area, poor emergency construction environment, and complex sealing technology, rapid sealing for large breaches of river embankments has always been an urgent international problem to be solved. The "Based on Anchor Array Rooting-Key Technology and Equipment Research and Development for Rapid Sealing of Embankment Breach through Obstruction and Coordination" project undertaken by our university is aimed at addressing the major scientific and technological needs of China, focusing on breaking through technical difficulties such as rapid expansion and interception of breach, and stable dropping of cast bodies. The developed technical system can effectively enhance China's emergency rescue capabilities for river dike breaching.

To ensure the high-quality completion of the project and give full play to the role of experts, the Consultative Committee of the "14th Five Year Plan"National Key Research and Development Program"Based on Anchor Array Rooting-Key Technology and Equipment Research and Development for Rapid Sealing of Embankment Breach through Obstruction and Coordination" was established. The members of the Committee include Xia Jun, an Academician of Wuhan University, Cui Peng, Academician of Institute of Mountain Hazards and Environment, CAS, Zhou Fengjun, Academician of the Academy of Military Sciences, Zhang Jianyun, Academician of Nanjing Hydraulic Research Institute, Wang Fuming, Academician of Zhengzhou University, Zhang Zongliang, Academician of Kunming Engineering Corporation Limited of Powerchina, Xu Weilin, Academician of Sichuan University, and Zeng Bin, Academician of Central Research Institute of Building and ConstructionCo., Ltd., MCC Group.

Thirteen experts, including Academician Zhou Fengjun from the Academy of Military Sciences, Academician Wang Fuming from Zhengzhou University, Academician Xu Weilin from Sichuan University, Academician Zeng Bin from Central Research Institute of Building and Construction Co., Ltd., MCC Group, Academician Li Ming from Central Plain Artificial Intelligence Industry Technology Research Institute, Professorate Senior Engineer Yan Denghua from China Institute of Water Resources and Hydropower Research, Professor Dai Huichao from China Three Gorges Corporation, Professor Xia Junqiang from Wuhan University, Professor Chen Yangbo from Sun Yat-sen University, Professorate Senior Engineer Li Wenxue from the Science and Technology Committee of the Yellow River Conservancy Commission of the Ministry of Water Resources, Professorate Senior Engineer Zhu Taishun from the Construction Management Bureau of the Yellow River Conservancy Commission of the Ministry of Water Resources, Professor Wu Zening from Zhengzhou University, and Senior Accountant Zhu Qiuhong from China Academy of InArray and Communications Technology, were invited as review experts. Academician Wang FumingServed as the leader of the expert group for the project implementation plan demonstration meeting.

Director Jin Xuhao, on behalf of the International Cooperation and Technology Department of the Ministry of Water Resources, congratulated the project team and sincerely thanked the experts and leaders who attended the meeting. He hoped that under the guidance of the experts, the team could improve the project quality and feasibility of the implementation plan in a targeted manner, and achieve substantial breakthroughs and progress on key issues. Meanwhile, project management should be done well with performance as the goal, and the role of "Two Groups and One Committee" should be played, with implementation plans in place.

Secretary Wang Dubo stated in his speech that the "Implementation Plan DemonstrationMeeting" held today has brought together well-known domestic and foreign experts and masters in the water conservancy industry. It not only offers us a rare opportunity to absorb and learn the new concepts, methods, and technologies of experts in the academic frontier field, but also provides us with a good chance for all-round learning, which is conducive to broadening our horizons, inspiring ideas, and further promoting the "Double First-Class" construction of the university. He expressed appreciation to the Ministry of Science and Technology, the Ministry of Water Resources, Tsinghua University and other units and experts for their strong support. Our university will effectively implement the legal person responsibility system, open up a green channel for this project, fully support the project team in completing the target tasks, and serve economic and social development with scientific and technological innovation. It is hoped that all leaders and experts will continue to care, help, and support the construction and development of North China University of Water Resources and Electric Power.

Professor Liu Junguo, the project leader, introduced the collaborative units of the project, elaborated on the research background and scientific issues of this project, and provided a detailed introduction to the overall implementation plan of the project from the aspects of research content, implementation plan, project task decomposition, schedule, organization management and implementation mechanism.

During the project inquiry stage, the attending experts stated that the project implementation plan has clear objectives, prominent research content, scientifically reasonable task decomposition, feasible research methods and technical roadmaps, and the implementation plan is operable; The project team has a reasonable division of labor in collaboration, and the organizational and management mechanisms of eachundertakingunit in the project implementation plan are sound, which can support and ensure the implementation of the project; The overall schedule of the project is reasonable, and the various projects have taken mutual coordination and reasonable connection into consideration. The analysis of possible risks in the research and development technology and implementation of the project is clear, and the overall project risks can be controlled. After the demonstration of the expert group, Academician Wang Fuming, the leader of the expert group, announced that the expert group agreed that the project implementation plan had been approved through demonstration. Professor Liu Junguo, on behalf of the project team, expressed that he will fully absorb the opinions of the expert group, carefully improve the implementation plan, and do a good job in project execution. He also congratulated the successful convening of the implementation plan demonstration meeting.
